Yes VA allows 2-4 unit properties as long as 1 of the units will be the Verterans primary residence. Hope this helps.

As long as you are residing in one of the units, you are allowed to rent out the other remaining units to anyone you want to. They do not need to be VA eligible as they are not borrowers but tenants.
