If you are here on a visa.. Then the answer is no.. There is no conforming lenders out there that will lend to someone on a visa.. If you go outside of conforming and use "hard money" lenders.. Then yes.. there are loan products out there... you will need 30% to 40% down, and the rate will be high, but there is a product out there... Your question is way too vague to answer properly. There are programs for "Foreign Nationals", which are not US Citizens. You say you're neither... which means what? What exactly is your legal status? Are you here illegally? If so, then, NO, you cannot get a loan. If you are here on a tourist VISA, then NO, you cannot get a loan. I am neither. I moved here to be closer to my girlgfriend who is a US citizen and had to relocate from Melbourne for business.
