I know of NO investors that do not require a credit score above a certain level. It is doubtful you will find anyone that will approve you if your score is below 580. Work with a licensed professional to determine what steps you can easily take to improve your score. it's possible but I personally don[t know any lenders who have that option. I assume you mean a FHA or VA loan? Check with a local realtor on recommendations for a mortgage person, or see if anyone on this site offers that option. (Personal note, I did a lot of work back in the 80's with the Town of Lee on downtown improvements. and drove through just this past summer while in the area visiting relatives. One of my favorite places!) I may be able to make suggestions on how to improve your score if you can'f find any options. The rate will be higher if anyone can do it with a lower score.

When the Lender uses your FICO scores with an FHA streamline refinance, it's an "investor overlay" that's specific to that Lender, because HUD doesn't have credit score requirements for streamlines. Unfortunately, today almost all Lenders have that overlay.Except Prime Lending - that bank underwrites to true HUD guidelines, without Investor Overlay's, so they won't deny you due to a lower credit score.
I dont' know of any lenders who do not have a minimum credit score and we now require 640 minimum. If your current lender will not do it and no one on this site has offered it may be very rare. Work on improving your score and you'll have more options. Any lender doing a streamline takes on any future problems with the loan which they do not want. Credit score is seen as a strong indicator.
