A Cash out refinance shout do it, although most lenders that work in the "conforming" world have a minimum loan of about $50,000.00One of the other loan officers mentioned a HELOC, which may serve your purposes well.

Probably the best loan would be a first position home equity line of credit.. Typically, the fees to initiate this type of loan is less than $500 and you only have to apply once, and you get unlimited access to your equity for 10 years.. after that, it converts to a 20 year ARM mortgage..
