Both WHEDA and USDA home Loans offer 100% financing with no money needed for a down payment. Depending on the location of the home being purchased, both loans have income limitations, with USDA you also have area limitations requiring the home is in an area considered to be rural. However most if Wisconsin is considered rural.

Make sure you find a lender that will compare first time home buyer programs (WHEDA is an excellent program) with other programs too. Just because your are a first time home buyer doesn't mean a first time home buyer program will be your best loan option. It all depends on your down payment, credit score, property, and property location, and income levels. If no down payment is the most important factor, USDA is great. However it isn't available in the city of Madison. Fannie Mae has a first time home buyers program and FHA has nice features as well for first time buyers. The most important thing is a lender who hears your full scenario and shares with you all your options.
