There is some room for negotiation but many of the fees are now regulated, making negotiation more difficult. Also, be aware that have lower fees can often means a higher rate. Find a knowledgeable loan officer you trust to ensure getting the best deal.
NO. There is ZERO room for negotiation these days. All lender have to collect, and then pay all the costs associated with closing a mortgage loan. I am not the appraiser, I am not the title company, I am not the credit bureau, etc. Those are not my fees. They are third party pass through costs. In the past, I could have chosen to maybe work for a little less (origination fee) if I wanted to, but that all changed a few years ago. Today, all clients have to be given the same deal. It legally can NOT vary between clients. On the other hand, I can "appear" to charge you less in fee's, but I will simply offset that up front reduction with a higher interest rate. That is how "no cost" loans work...
Depending on the lender's internal rules, you may be able to lower their fees, but you may pay a higher interest rates. Government fees such as recording and transfer fees, as well as some title insurance fees, are set by state law, and can not be changed.
Sure, some are negotiable like origination but keep in mind that as a general rule what you don't pay in origination you'll pay with in rate. Most fees now days are regulated and can't be changed.

Most fees associated with a refinance are flat fee's that are not negotiable.. the origination fee charged by your mortgage broker may be negotiable.. Me personally, I give my best deal upfront.. so there is no necessity for negotiations.. Not the case with most lenders.. if a lender knows your shopping, they might offer you a lower fee upfront.. but in any situation, you will have to pay to get a mortgage.. either by accepting a higher interest rate, bringing more $$ to the table, or financing a higher amount, but in any situation, it's you paying..
