Is there a way to get a HARP refinance if my mortgage isn't owned by Fannie Mae or Freddie Mac?

No you can't. You may not need this type of loan anyway. Values have gone up in some areas and you might be unaware of your current home value. If value is definately an issue then I would call your current lender to see what they can offer you.
