Sorry, not sure what you are asking. You can apply for a "credit approval" from a mortgage lender at no cost and find out if you'd be approved prior to having a house under contract. Credit counseling may improve your application profile but not necessarily if you are in a debt management plan - especially not until you have been in it for a year or 2 (or finished)
If its consumer credit counseling where they lower your payment with lower interest rate as long as you have a clean payment history for 12+ months your fine.
Your question is not clear.. if your question is in regards to paying for credit repair, and you want to know if you can qualify for sure after the repairs have been done, then the reality is that no one here can say for sure.. there is no way to guarantee that all the bad items would fall off.. and if there are any unpaid judgments, tax liens or student loans, even if your credit score were 750, you still wouldn't qualify.. but the bottom line is this.. you wont get a loan unless you improve your credit.. paying for credit repair accelerates the process but it's no guarantee.
