Is it possible to refinance a loan whose term is 30 years, but it has a balloon payment when home is sold or paid off?

I'm not sure I understand your question.. Most all loans are due and payable if the property is sold... if you pay it off, you pay it off.. there is no balloon payment.. If you purchased your home with a grant program, then it's possible that the grant would be called due and payable if you refinanced, but again, we really need more info to address your specific scenario.
