As Joe stated, HARP ended last year.. but even when it was open for new mortgages, if you had MI, you would have MI on the new loan.. Understand that the whole purpose for HARP was to be able to refinance at a lower rate even if you were underwater,, the program ended because most of those folks who were underwater now have sufficient equity to refinance without the necessity of the liberal HARP guidelines.
