What are you looking for in a refinance? Debt consolidation? A lower rate? A shorter / longer term? A lower payment? To fix escrow issues? All of this matters, and you can't just say all of the above, because it's not always possible to have it all. Next question, what is your balance compared to what the house is worth? Would it have a good appraisal today?

What is your goal? Debt consolidation? Lower rate? Change in terms (longer/shorter)? Lower payment? Please don't say all, as that isn't always possible. Which is most important to you? Also, what is the value of your house vs balance of your mortgage? Will it appraise well today? All of these things are factors to consider, especially since closing costs will "add" to this.

All conforming lending programs have refinance features where an appraisal is not necessary.. if your current loan is a conventional loan, then you might qualify for a HARP refinance.. to be eligible, your loan must have been initiated prior to June 2009 and it must be owned by Freddie Mac or Fannie Mae.. If this is not the case, then you don't have a conventional loan.. you have a portfolio loan, and if that your scenario, then the only way to refinance would be to wait till the property value increases or you pay down your principal to where your loan to value is within the acceptable range to meet the lenders underwriting guidelines..
