It's unlikely you would find a lender willing to lend on any type of 2nd position lien with that little equity.. But I'm confused.. FHA requires consultants to verify the work that was approved to be completed before the funds are released, so i'm not sure how your home could be "Unfinished"? Anyway.. It's possible you could use your credit cards to complete the work.. It's also possible that a local bank or credit union might give you a personal loan to cover the rehab completion.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. If you or someone you know is looking for financing options, feel free to contact me or pass along my information. William J. Best bet will be to use cash advances on your credit cards.

Sounds like a botched review of the proper costs involved, I would go back to the lender and FHA and try to get some recourse or use credit cards or local credit union as the other gentlemen advised..Good Luck
