I have a Veteran friend who used a Harp loan to refinance her VA loan. How long does she have to be in the home before she sells?

There is no minimum waiting period before you can pay off any standard conventional loan, even a HARP refinance. Side note, you can only get a HARP loan if the existing loan was a conventional loan done prior to June 2009. So, my guess is that there is a little misunderstanding going on here. VA does have something known as a VA IRRRL loan - which allows you to refinance without an appraisal, and can act similar to a HARP refinance.
