how do you upload rates?

Rich, first you have to click on "My Rates" tab in the navigation. Next, you must "add a fee table". Having done that, you can "download rate template" (which is a CSV file), edit it with your rates and insert new rows if need be and then "upload rates" back again. This should be mostly self-explanatory.
