There are two main criteria. You got your current loan prior to June 2009, and that existing loan is either owned by Fannie Mae or Freddie Mac. Uunderlying ownership, and how you make payments to are two different things. You can make your payments to some bank, and Fannie or Freddie may still 'own' your loan. HARP loans are only for loans initiated prior to June of 2009 and are currently owned by Fannie Mae or Freddie Mac.. you can search for HARP Lookup Tool.. and only put your info in or Fannie or Freddie's website... (lots of 3rd party lenders try to trick you).. You also have to have been making your payments on time.. But, realistically, most folks have enough equity to refinance without the need for HARP.. which is why the program is being discontinued..
