The dues are set usually by the developer based on costs and City/Town/County requirements. It also depends what the HOA is responsible for and provides to residents (roads, drainage, pools, community buildings, common areas maintenance, etc.)

When a development is proposed, then any HOA responsibilities are determined before they ever break ground. The more things the HOA is responsible for, the more the costs will be.. Example: Some HOA's maintain the front yard landscape and front building facade maintenance, and because of such, the HOA will be expensive.. other HOA's only inspect front yard landscape and facade, and send you a violation notice if maintenance is not kept up.. This would be less expensive for the HOA, so the monthly cost would be lower.. .. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
