Yes, provided you have sufficient additional VA benefits - usually I find my customers do as long as the amount of the new mortgage is high enough. phil.dumouchel @td.com if I can help

Yes.. but with conditions.. If you currently have a VA loan, and you wish to move.. you can leave your existing VA loan in place, and apply for another VA loan for your new home.. To do this, the new home must be your "primary residence".. and you must have sufficient entitlement remaining. For California properties, it's possible you don't have enough.. If you have 5 minutes, give me a call.. i'd be happy to look at your scenario and calculate your remaining entitlement to see what is possible.
