HARP 3.0 is just an idea for now... nothing has been put in writing... however if it ever come to fruition, it's supposed to be an FHA product, which means that FHA loan limits will be in place (lower than the $417K for conventional), and FHA does charge up front MI as well as monthly MI.. so it's hard to say if this will be a good product or not.. until it's released, no will know for sure... There is currently nothing but pure speculation about HARP 3 right now. The current HARP 2 does not expire for another full year.
HARP 3 at this point is probably just a pipe dream. With our beloved Congress unable to pass any meaningful legislation, it appears doubtful they can accomplish this.
