HARP guidelines do not prohibit you from applying, however most lenders will not allow a conventional refinance while still in a BK 13. There are some lenders out there that might, but most will not.. .. I'm a Broker here in Scottsdale AZ and I only lend in Arizona. We require 2 years, it depend on the lenders overlays but is not prohibited by Fannie Mae HARP guidelines

BK 13 Trustee and creditors must approve, and you must satisfy HARP lender.
