does fannie may require smoke alarms and co detectors on refinance and purchases?

Yes and No.. If you are purchasing a new (new construction) home and the building code for the state/county requires them, then the appraiser would make this notation in the appraisal, and if they are not installed a functioning, he would make his appraisal "Subject to" the installation and proper function of the detectors.. but this is the only scenario where they might require them.. Yes they do. You will get conditioned to install them after appraisal is in.

Just to clarify.. FNMA does NOT require smoke detectors or Co detectors, however if your STATE requires them, then in order to get conventional financing, the property must meet the uniform building codes for that state, and FNMA will require them in this scenario. So, they must be present and functioning at the time of appraisal inspection. Certain states do not require smoke & Co detectors, so for those states, it's not required by FNMA.. FNMA does not require smoke/CO detectors. This is a state specific requirement and is usually brought to the lenders attention when noted in the appraisal. If your state requires them, then the appraiser will look for them and test them during his inspection. If they are missing or not working, your appraisal will be marked as "subject to" and detectors will have to be fixed or replaced for the appraiser to come back out & do the reinspection. It is my understanding this is a State Specific Requirement, and most states require them. For example in Oregon, double strapped water heaters are not required in the county I normally work in. But generally speaking, you will have to have smoke/CO2 detectors installed per code, and probably a double strapped water heater (earthquake straps)
