Yes, home improvement loans can be done on free and clear homes, as long as you qualify of course. Depending on your qualifications will depend on what type of loan program that you can get approved for. Talk with a couple of local loan officers and see what your best options are and get pre-approved so you know for sure. Best wishes, Sean

As long as you qualify then you can definitely get a Home Equity Line of Credit. But try and find a lender that can lock in your rate for 3 to 5 years. There is a bank in Colorado that has a Home Equity loan that is fixed for first 5 years at 4.25% They do not lend outside of Colorado but you may be able to find a lender in GA.

This would be considered a "cash out" refinance. A Home Equity Line of Credit may serve your needs better, and the closing costs would be MUCH less.Just a thought!
