Hi Philip, if you are trying to get a refinance and you don't qualify for HARP your only other options is if you have a current FHA or VA loan. When you say with little money down, are you asking even though you are upside down if you put some money down will it help to refinance? If so, it would have to be enough to make up the difference between what you can get approved for and what your balance is. I would suggest speaking with a loan officer and having them go over your what options you may have. Best wishes, Sean

If you have an FHA loan, VA loan, or USDA loan - those programs all offer a no appraisal refinance.
As others have stated, unless your loan is currently a VA, USDA or FHA loan, then there is no loan product out there that will allow you to refinance if you are underwater..
