When you buy a house with a FHA loan, you indicate that it is to be your primary residence, and that you intend to stay in it for at least 12 month. If your situation changes later, you may rent the house, but you will not be able to have 2 FHA loans at the same time.
FHA does allow two mortgages through FHA in limited circumstances such as relocation. But as the other poster pointed out, you sign an agreement to stay in the home for a period of usually no less than 1 year.
