can you deny a home equity loan without a loan application or credit report?

Typically denial is based on your personal info. Not sure if you gave verbal info or authorization which led to a denial. The only other option is that something did not fit into the Heloc guidelines....possibly income to debt ratio which can be generated from your verbal information not requiring credit or formal application. Yes and no. The only "official" way to deny a loan is with a full and complete application that has been reviewed by an underwriter. With that said, applications are stopped before ever getting to an underwriter all the time. Usually this is because it is obvious to the Loan Officer that the client doesn't meet the loan criteria and proceeding further would be a waste of time. If a client disagrees with the Loan Officers assessment, they can always submit a full application with all supporting documentation for review by underwriting.
