Only if you are doing a HomeStyle renovation loan.. the home would need to appraise as if the pool were already there, and your loan to value would be restricted to meet program guidelines, but yes.. there is a way to add a pool into a first mortgage.. FHA has a renovation loan called the 203(k), but this loan does not allow adding a pool.. only fixing up a pool that's already there, and your limited to $2500 in repair costs.. so that loan would not work for your scenario. Fannie Mae's rehab loan is the only way I know of.
As William stated the Homestyle loan may be your only option.
