Yes, USDA offers a pilot refinance that would not require an appraisal and would allow you to get your ex-wife off the loan. USDA does have a pilot program where they will allow for a refinance without the need for an appraisal.. since the website is down because of the shutdown, I don't know if South Carolina would be included in the program.
