More info needed, but in general, FHA does not inspect the home to see if it meets all building code requirements.. they inspect the home to determine if it meets FHA's minimum lending standards which primarily has to do with the home being habitable and that there are no "Safety or Health" concerns.. That being said, if the FHA appraiser does happen to open up the service panel and sees multiple leads going into a breaker only intended for one lead, then it's possible he might call it to be corrected.. but having a double pole circuit breaker is not against building code so long as the total amount of amperage does not exceed the maximum amperage the electrical service panel allows.
