Poor scores is going to make it impossible... Your best bet is to work on improving your credit, then try again once you get your scores up a bit.
HELOC's are generally a more "risky" loan for a lender and the regulators take a dim view of loaning to those with a poor rating. Agree with the recommendation you work on improving your credit profile first. If you don't have other options you could try some of the finance companies where some offer these options (usually fixed rate/term) but expect high rates/fees and those sources may make your credit profile even worse, especially in the short run.
Much more info needed.. What are your scores? What is your home worth? What is the balance on the 1st mortgage? Etc.. Most all HELOC's are a 2nd position loan, meaning they are subordinated to a first mortgage.. This puts them in a very risky position.. for this reason, most lenders offering HELOC's will require even better credit than what the first mortgage calls for, so it's going to be difficult to find anyone willing to lend to you if your credit is poor..
