He is not in the US and is not a citizen of the US but will be coming over with a work visa soon. He will have decent pay as an engineer and is applying for citizenship. All government mortgages are assumable WITH QUALIFYING.. meaning they would have to go through underwriting, have acceptable US credit history, income, US tax returns, etc.. he cannot assuming your mortgage without qualifying.. you could however add him to the Deed.. this would give him partial ownership, but he would not be responsible for the mortgage. Generally mortgages cannot be transfered. FHA loans can be assumed if the lender/servicer approves it. If he is not a US citizen, he can purchase under the foreign national program but requires about 40-50% down payment.
You can transfer the property to him, "subject to" the existing loan; however you will still be responsible for the payments, as your credit will be at risk, and there will be a technical violation of the "due on sale clause" restriction in the trust deed document. A better solution may be to rent it to him, until he qualifies on his own.
