HARP does allow the refinance of MFH, and there are lenders out there that will do them, and normally I would suggest using someone local, but in your scenario, if you find anyone willing to do it, you should latch on to them and don't let go.... First, make sure your loan is currently owned by either Fannie Mae or Freddie Mac. You can check here: For Fannie Mae (FNMA) use http://www.fanniemae.com/loanlookup/ For Freddie Mac (FHLMC) use https://ww3.freddiemac.com/corporate/. If your loan is not owned by either, then you will not be able to refinance under HARP. Most Manufactured home loans are FHA and not conventional. Very hard to find lenders who will handle a manufactured home, even even within those lenders, many loan officers aren't willing to put the time into it. Find someone reputable and go with them. Don't expect to get the same rate as promoted for standard mortgages...
