You likely do not need HARP for any loan these days. I would be happy to help but HARP is not needed. Many lenders who cold call and advertise on the internet are still "harping' on HARP but it is only needed if the property has little or no equity on owner occupied loans.

Yes you can... With that said, I haven't done a HARP loan in ages, mostly because most people don't need them anymore.
