Not 100% sure, but I assume you are asking if you can get a new VA loan after having a VA loan foreclosure 20-years ago? The answer is maybe, but probably not. If the VA actually suffered a lost on the old loan, that loss will go against your VA eligibility today. So any potential new loan will factor in that loss, and in most cases, means you have little or no VA eligibility today. If the VA did NOT suffer a loss, then you have full eligibility, and would be fine. The only way we know is to pull a current VA Certificate of Eligibility from the VA to see what it says.
