Can I get a lower interest rate/payment if my credit score is below 600 and I have some lates on my mortgage

Possibly. Depending on the type of loan you have, the number of payments that were late, how late they were and the reasons for being late will determine if you are currently eligible or if you will need to wait until the late payments have seasoned (over a year ago). My best advice is to contact a local Mortgage Banker/Broker, rather than one of the big banks. You also should do so now to find out what, if anything, you need to do to qualify. Unlike a bank employee, who is most likely just an order taker, a Mortgage Broker/Banker is Trained, Tested and Licensed in all aspects of Mortgage Origination. He/She will have access to loan products of many lenders, not just those of one bank, and can properly guide you. But more importantly, He/She is trained to take a look at the various different options available to you and guide you into the one that makes the best sense for your situation. Hey Kansas City.. it' really depends on what your current interest rate is, why type of loan you have (conventional, FHA, VA etc), and when were the late payments on the mortgage (any late's in the last 12 months?)... Best advice I can give you is to contact a local mortgage broker, not a bank, and apply with them. They can look at your complete profile and search for the best lender for your scenario. It is possible to get a lower payment depending on what your current rate/loan you currently have, and when the mortgage lates took place and how many 30 day lates you have. I would think its better for you to try to improve your credit score first. Trying to get a loan with a 600 credit score is not going to be easy because most lenders will not want to take that kind of risk on you and more importantly they will charge you an arm and a leg for something that you can fix and do competitively.
