Can I get a cash out refinance on my home with a former foreclosure? Texas

In 2007 we filed chpt 7 and received a discharge which included a mortgage. The lender foreclosed the following August 2008. We now own a home in Texas and would like to do a cash out refinance with our lender. I understand TX doesn't allow FHA cash out refinances so we would have to be conventional unless Im misunderstanding.
