can I do a va cashout refinance on inherited property?

Yes.. however some lenders might make you wait till your on title for at least 6 months to maybe 1 year,even though VA guideline says you must have owned it for 30 days or more.. Also, to do a VA cash out refi, it must be your primary residence. Obviously, more info would be needed to address your scenario directly, but there are situations which a cash out refi would be allowable.
