Under VA guidelines, you can.... now let's talk lenders.. Some lenders have overlays which will limit what percentage they will refinance at.. If your property was here in AZ, then I have several lenders that will allow you to refinance 100% of a non VA mortgage into a VA mortgage... In CA.. You will have to contact a lender there and see.. Yes, VA will allow this. Work with a local Mortgage Banker/Broker rather than one of the big banks or national mortgage factories. Not all lenders will allow a full 100% LTV on a non-purchase VA loan. Technically speaking, yes... But, this is one of the areas that almost all lenders add an additional restriction (overlay) to the basic VA rules limiting you to 90% loan-to-value. One lender here has already said they have no overlays and will do 100%. In MN or WI, visit va-irrrl-loan-mn.com
