Under VA guidelines, you can.... now let's talk lenders.. Some lenders have overlays which will limit what percentage they will refinance at.. If your property was here in AZ, then I have several lenders that will allow you to refinance 100% of a non VA mortgage into a VA mortgage... In CA.. You will have to contact a lender there and see.. Yes, VA will allow this. Work with a local Mortgage Banker/Broker rather than one of the big banks or national mortgage factories. Not all lenders will allow a full 100% LTV on a non-purchase VA loan. As a VET you can refinance to a VA loan though the max LTV is 90%.....hope that helps...Dan877-369-4319.
