Can I be charged an appraisal fee twice?

I am switching from a VA loan to an FHA with the same lender. I already paid the 575 bucks for the va appraisal and they are asking for an appraisal fee of $ 500 again even though I won't be receiving a second appraisal. They say it is to transfer the appraisal. I k ow that appraisals transfer and xan be accessed through the VA portal. Lenders don't charge you anything for appraisals. Appraisers charge for appraisals. Conventional, VA, FHA appraisals, while similar, do have different, and sometimes additional review requirements. The updated appraisal will be slightly different, and you will receive a copy of the new appraisal, even if the value remains the same.
