The VA loan is restricted to the primary residence of the eligible veteran.

No... If you are buying a house that you won't live in, that is considered a rental property, and the VA loan is for owner occupied homes only. www.VA-IRRRL-Loan_MN.com

VA loans are only for OWNER OCCUPIED qualified veterans.. so if you live in the property with your relative, then you would be ok. If not, then you would not be allowed to use VA financing..
