They can charge you a trip fee if they need to come out and re-inspect something that needed to be fixed or addressed. If they are appraising the home again for a separate transaction (which would be odd) they can charge you again. If they have to come out twice you will more than likely be charged a trip fee for both of the times they come out yes.
Usually there is a flat fee for the appraisal, but if the home isn't complete (new construction) or there were needed repairs that have to be re-inspected after completion there is an additional charge. Appraisers are independent contractors and their time is how they get paid so a 2nd trip means more time and more paperwork for them that they need to be paid for.
Yes.. and this happens often.. if the seller didn't have the utilities on when the appraisal was done, then the lender will make his appraisal "subject to" verifying the utilities can be delivered to that property.. at that point, the lender will make a determination if they will accept an appraisal with a "subject to" valuation. (Most all will not) , then the appraiser will need to go back out to verify utilities, and if he has to go back, then he does charge a fee.. this is just one example of hundreds of different examples why an appraiser might have to go back to the property..
