I'm assuming your talking about restoring your entitlement, so if that's the case, you need to contact the VA and it might even be better to go and sit with someone in person.. I'm not sure they can garnish you for a foreclosure that happened 11 years ago, but each state has it's own rules about a deficiency after a foreclosure..
