Although VA does have a construction loan option, it's very cumbersome and most lenders do not participate in that loan product,,, as Joe Metzler said, you can do a cash out up to 100% and use the funds as you wish. Hi Gretchen, technically that may be possible but there are very few lenders who actually offer that option unless the seller pays for the improvements (which can be down out of the sale proceeds). Realistically it may be nesessary to put 3.5% (FHA) to 5% downpayment, make the improvements and then refinance to a VA loan. - If you already own the property and have equity in it, it is possible to take case out through a refinance but the appraisal would be based on the current value.
