Are there lenders who will do usda financing with no appraisal?

Leroy, NO, you can not. The lender will control who does the appraisal as it is for lending purposes only.

No both the lender and USDA will want to know the value versus your purchase price. Also, as Tim said, you cannot choose your own appraiser. There are laws now in place to prevent and protect you from such practices.
