What you are really asking is if there is a lender willing to approve you with debt ratios that exceed the standard USDA loan guidelines. The answer is YES, but you need to have significant compensating factors for a lender to do that. Your low 640 score and BK will probably not excite any lender to do that for you. Yes, there are, and most likely the lender you have can as well so ask them about the mitigating factors.
