Steps depend on the height of the drop and would be also detailed in your local building codes, so I would suggest you reach out to the building department in your area or try to find those building codes online to reference.

Subject to local building codes, any change in level greater than 8 inches will require a step or stoop. It is not a matter of fire exit, but of trip and fall prevention.

It may also depend on the type of mortgage, FHA has some specific requirements but I'm not totally clear about the scenario you are describing.
