Typically, your local community bank, credit union or local financial institution will be your best bet for this loan product.. Whether or not you will find one for a non owner occupied property is anyone's guess.. but I would assume that if the loan to value is low enough, you might find someone willing to do it.. I know for certain you can do a cash out refi up to 75% LTV.. but the HELOC is a different story.. I'm a Broker here in Scottsdale AZ and I only lend in Arizona.
