More info is needed to properly advise you.. FHA, VA, USDA, Conventional loans held by Fannie Mae or Freddie Mac, all have refinance options where an appraisal is not necessary, but depending on which loan product you currently have and when the loan was initiated will determine whether or not it would qualify.. For this reason, i would suggest you contact a LOCAL mortgage broker and apply with them. Once they have all the necessary info, they can properly advise you to the right loan product. By applying with your LOCAL Broker, you have an advantage because he's familiar with local customs and works with numerous lenders, seeking out the best loan terms for your particular scenario. This would be important in your scenario because manufactured homes are the hardest to find financing for..
