More info needed.. Who's name is on the deed/title to the property? if his name is listed as one of the owners, then even though he is not currently on the mortgage, he can refinance.. and it's possible he can refinance in his name only.. Any other persons on title will need to sign new paperwork, but he can certainly refinance so long as he meets all other eligibility requirements..
