Unfortunately you would not qualify for first time home buyer but you could be eligible fo USDA GRANT MONEY depending on your income and there is also a Delaware 4% grant money to be used wherever you like down pmt, settlement costs, reduce the price of the home, etc. give me a call @ 302-604-3756 and can explain in greater detail

Your name is on the loan. You already own a home, so no, you are not a first time home buyer. The good news is that being a first time home buyer really doesn't make much difference UNLESS you are also looking for down payment assistance.
