The rise in refis was undoubtedly a response to the decline in the 30-year note rate. The average for all loans was 3%, down from 3.09% in August. Ellie Mae confirmed this rate was the lowest since tracking data first began in 2011. The average for conventional loans was 3.02%, 3.01% for FHA loans, and 2.78% for VA loans.
